Step 06: Inception Report

Following the briefing session, the inception report (IR) sets out the planned evaluation design and methodology to meet the evaluation purpose and to answer the evaluation questions. The IR forms the basis for an agreement between Welthungerhilfe and the evaluator(s) on the design, methodology and workplan for the evaluation. The evaluation matrix details how the evaluator(s) intend to answer each evaluation question. It is a mandatory annex of the IR.
