Localization Performance Measurement Framework (LPMF) for WHH

This publication presents Welthungerhilfe’s Localization Performance Measurement Framework (LPMF), adapted from the NEAR Network and aligned with Joint Ambition Monitoring (KR 1.1). The framework supports joint reflection with partners, tracks progress on localization, and identifies areas where power, resources, and decision-making can shift towards local and national actors.

Covering six key dimensions—partnership, funding, capacity, coordination, policy influence, and participation—the LPMF serves as a practical reference for advancing equitable partnerships and shared leadership in humanitarian and development cooperation.
