UN Secretary General Ban Ki Moon called for cash transfers to be used as a first option for emergency aid and reconstruction. Aid supplies such as blankets, tarpaulins, rice or seeds should only be distributed second. The different forms of cash transfer are being increasingly used in current refugee aid. This trend can also be seen in general development cooperation.
